About the Opportunity
The Kamloops and District Elizabeth Fry Society has an exciting opportunity for a full-time Human Resources Manager, based in Kamloops, BC. The Human Resources Manager is a member of the senior management team, reporting to the Executive Director.
In this position, you will be primarily responsible for overseeing the Human Resources function including recruitment and selection, human resources policies and procedures, supporting the setup and implementation of performance management and training and encouraging skill building and teamwork. You will also contribute to the success of the Society by assisting in the development, maintenance, and enhancement of positive working relationships with stakeholders, staff, industry partners, government, and community.
Your responsibilities include, but are not limited to:
- Developing a staff recruitment and retention plan
- Leading the development, implementation, and continuation of a succession planning process for key positions
- Finding qualified candidates to fill open positions and sitting on selection panels as requested or when appropriate
- Developing and maintaining HR and staffing reports, organization charts, and HR/personnel files
- Establishing community engagement practices in relation to recruitment for the Society
- Utilizing Payworks software to track employee data
- Providing guidance, advice, and support to managers with respect to HR and LR matters
- Representing the employer regarding LR issues and consulting with the Community Social Services Employers’ Association of BC (CSSEA) as necessary
- Conducting HR investigations and maintaining appropriate documentation
- Addressing and resolving grievance and incident reports
- Being responsible for employee compensation and benefit plans and systems
- Liaising with Finance to ensure staff are compensated accurately and employee payroll files are up-to-date and accurate
- Collaborating with the Finance Manager on LTD leave reporting and management, annual pension reporting, and annual payroll reporting
- Completing, reviewing, and submitting WorkSafeBC documentation and claims in a timely manner and representing the employer at claims hearings
More About You
In order to qualify for this role, you must have at minimum post-secondary education in Human Resources or Industrial Relations or other relevant disciplines. A CPHR Designation is preferred. You will also have a minimum of 5 years of recent related experience, preferably in a non-profit or public sector, CARF-accredited organization. A valid BC driver’s license and access to a vehicle are also required.
The following skills and experience will be strong assets:
- In-depth working knowledge of HR programs, applicable legislation, and policies (Labour Relations Act, Employment Standards Act, Occupational Health & Safety, and Human Rights Code), or an equivalent combination of education, training, and experience
- Experience managing Human Resources within a unionized environment
- Ability to build professional, productive, and supportive relationships with all staff and community stakeholders
- Demonstrated ability to be creative in exploring solutions to a variety of HR and LR issues
- Strong organizational skills and the ability to prioritize multiple tasks requiring attention
- Dynamic and action-orientated approach to meet deadlines and provide effective solutions
- Experience with Payworks HR module or other HR software
- Proficiency with various computer programs, including Microsoft Office tools (Word, Excel, Outlook, PowerPoint, SharePoint)
- Excellent interpersonal, facilitation, and communication skills, both written and oral
- Demonstrated ability to work independently
- Strong analytical, problem-solving, and decision-making skills
- Demonstrated ability to guide or coach managers in understanding HR and LR issues to help them make effective decisions
- Experience managing a pension plan
- Ability to lead, manage, and motivate staff
